Plan before you stock

For North Carolina, first establish whether your water meets the state’s private-pond definition and whether fish can enter or escape. If aquatic plants are the concern, identify the plants and measure pond acreage before discussing grass carp rather than buying by pond appearance alone.

Check stocking and shipping requirements

NC Wildlife has separate guidance for public-water stocking and grass carp. Certain qualifying private-pond grass carp purchases can use a licensed distributor’s receipt as the permit, subject to acreage and quantity conditions. Verify all conditions with NC Wildlife before relying on that provision.
